Residents across San Joaquin County have made it clear—they want compassion, but they also want order, safety, and real solutions.

Steve Ding is working to deliver both.

Ding emphasized that homelessness isn’t just a housing issue. It’s a complex challenge tied to mental health, addiction, and access to services—and solving it requires a coordinated, accountable approach.

“We cannot allow unsafe, unsanitary encampments to take over our public spaces,” Ding said. “At the same time, we must offer real pathways to treatment, shelter, and recovery.”

Ding’s plan focuses on a full continuum of care—connecting outreach, treatment, shelter, and long-term housing to help people move from crisis to stability.

Key initiatives include:

  • The $261 million SJ BeWell Campus – integrating behavioral health services, crisis care, and supportive housing
  • Reimagined Housing on Main – expanding transitional housing and access to services
  • SJ CARES outreach teams – making thousands of contacts and helping move individuals into treatment and housing
  • Expanded access centers – giving first responders a place to bring individuals for care instead of repeat emergency calls

These are not theoretical ideas—they are programs already in motion delivering measurable results.


Accountability That Delivers Results

Ding has been clear: funding alone won’t solve the problem.

“We’re focused on targeted investments that create measurable outcomes,” he said, emphasizing the importance of tracking results like housing placements, outreach engagement, and reductions in repeat emergency calls.

That means:

  • Measuring what works
  • Scaling successful programs
  • Ensuring taxpayer dollars are used effectively

Compassion and Public Safety—Together

Ding rejects the idea that communities must choose between compassion and accountability.

His approach:

  • Provide treatment, shelter, and support for those ready to rebuild
  • Enforce laws to protect neighborhoods and public spaces

“Compassion and accountability go hand in hand,” Ding said.

The goal is clear: reduce encampments, restore public spaces, and help people get back on their feet—not leave them on the streets.
